A new bill would make life much easier for the thousands of enthusiasts in California by amending the state\u2019s stringent smog rules, which currently mandate smog checks for vehicles built in or after 1976. If passed into law, <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billStatusClient.xhtml?bill_id=202520260SB712\">California Senate Bill 712<\/a> would \u201cfully exempt\u201d any vehicle that was made at least 35 years ago, if it were insured as a collector vehicle.<\/p>\n<p>Naturally, California\u2019s most famous classic-car fan, <a href=\"https:\/\/www.google.com\/search?client=safari&amp;rls=en&amp;q=jay+leno+hagerty&amp;ie=UTF-8&amp;oe=UTF-8\">Jay Leno<\/a>, is all for the change. He\u2019s even agreed to promote the bill. It\u2019s been nicknamed \u201cLeno\u2019s Law.\u201d<\/p>\n<p>\u201cCalifornia\u2019s rich classic car culture, sparked by the post-war hot rod boom and boosted by Hollywood\u2019s love for chrome and horsepower, has made it a paradise for enthusiasts like me,\u201d said Leno to <em><a href=\"https:\/\/www.nbclosangeles.com\/news\/california-news\/leno-classic-car-smog-checks-california\/3646754\/\">NBC Los Angeles<\/a><\/em>. \u201cCalifornia\u2019s smog check laws for classic cars need to be updated\u2014they vary too much from state to state, and California\u2019s rules don\u2019t match up with neighboring ones.\u201d<\/p>\n<h5><iframe id=\"instagram-embed-0\" class=\"instagram-media instagram-media-rendered\" src=\"https:\/\/www.instagram.com\/p\/DGy_DxrumZh\/embed\/?cr=1&amp;v=14&amp;wp=1080&amp;rd=https%3A%2F%2Fwww.hagerty.com&amp;rp=%2Fmedia%2Fnews%2Flenos-law-new-bill-would-exempt-california-classics-from-smog-checks%2F#%7B%22ci%22%3A0%2C%22os%22%3A939%2C%22ls%22%3A405%2C%22le%22%3A663%7D\" height=\"746\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\" data-instgrm-payload-id=\"instagram-media-payload-0\" data-mce-fragment=\"1\"><\/iframe><\/h5>\n<p>Each of California\u2019s neighboring states\u2014Oregon, Nevada, and Arizona\u2014has a different set of standards when it comes to smogging classics. Oregon only requires emissions testing in two metro areas, Portland and Medford. Portland exempts vehicles with a model year of 1975 or older, and Medford exempts those 21 years old or older. Nevada only requires emissions testing in the urban areas of Las Vegas and Reno. The state lets pre-1968 model-year vehicles off the hook. It also has special registration categories for Classic Rod, Classic Vehicle, and Old Timer, none of which need to be smogged if they\u2019re driven 5000 miles per year or less. Ford built an L.A. plant in 1911 but closed it in 1930 to open another location in Long Beach. That one stuck around, producing 1.5 million vehicles. The Chrysler plant in Commerce, built in 1932, was active through 1971 and the Willys-Overland one in Maywood, founded in 1929, till 1954. Toyota built its first plant in the U.S. here\u2014Toyota Auto Body Company, Inc.\u2014and it remains open today.<\/p>\n<p>Grove and Leno both argue that classic cars\u2014if regularly kept up and driven\u2014support the $52B aftermarket industry, represented by the Speciality Equipment Market Association (SEMA), a trade association made of roughly 7000 small businesses, 1066 of which are in California. SEMA itself is based in the Golden State, in Diamond Bar, in eastern Los Angeles County. According to the association, California\u2019s automotive aftermarket industry generates $40.44 billion of economic impact, including $6.16B in taxes paid.<\/p>\n<p>\u201cSEMA is proud to support SB 712. Senator Grove\u2019s bill provides a practical solution for collector vehicle owners, allowing them to enjoy their passion without the burden of unnecessary regulations,\u201d said Mike Spagnola, president and CEO of SEMA. \u201cThese vehicles are rarely driven, meticulously maintained, and represent only a fraction of the cars on the road. (18 don\u2019t.)<\/p>\n<p>The next step for \u201cLeno\u2019s Law\u201d is its first hearing.
