The California Legislature approved a number of new laws in 2012, most of which take effect on January 1, 2013.  Below is a brief summary&hellip;{"id":2605,"date":"2013-01-11T17:08:21","date_gmt":"2013-01-12T01:08:21","guid":{"rendered":"http:\/\/pomona.dsbeta.com\/blog\/?p=2605"},"modified":"2013-01-11T17:09:39","modified_gmt":"2013-01-12T01:09:39","slug":"new-motorist-laws-for-2013-in-the-state-of-california","status":"publish","type":"post","link":"https:\/\/www.pomonaswapmeet.com\/blog\/2013\/01\/11\/new-motorist-laws-for-2013-in-the-state-of-california\/","title":{"rendered":"New Motorist Laws for 2013 in the State of California"},"content":{"rendered":"<p>The California Legislature approved a number of new laws in 2012, most of which take effect on January 1, 2013.\u00a0 Below is a brief summary of some we thought would be of interest to the California motorists.<\/p>\n<ul>\n<li>A person who has been arrested and is suspected of driving under the influence (DUI) of drugs no longer has the option of taking a urine test. Prior to this change, a person had the option of submitting either urine or blood to determine the drug content in their blood.<\/li>\n<li>California drivers can use hands-free technology to talk and text while driving. This will require the use of a device that is specifically designed and configured to allow voice-operated and hands-free operation to dictate, send or listen to a text-based communication.<\/li>\n<li>Drivers will now have the option of providing proof of insurance and registration on an electronic device such as smartphones or tablets.<\/li>\n<li>Driverless cars can be operated on public roads for testing purposes, provided that each vehicle has a fully licensed and bonded operator in the driver\u2019s seat to take control if necessary.<\/li>\n<li>Car rental companies can verify a renter&#8217;s identity by comparing the driver&#8217;s license photograph to the driver renting the vehicle.\u00a0 The measure also allows noncitizen children of immigrants, whose presence in the United States is authorized by federal law, to obtain a driver&#8217;s license in CA.<\/li>\n<li>You are prohibited from operating a vehicle with a\u00a0 product or device that obscures or is intended to obscure the reading or recognition of a license plate by sight or through the use of an electronic device (like a toll or red-light camera). The new law also prohibits a person from erasing, painting over, or altering a license plate to avoid visual or electronic capture of the license plate or its characters<\/li>\n<li>Similar to an AMBER Alert, the CHP would activate a \u201cSilver Alert\u201d upon request if a person, age 65 or older, is reported missing to a law enforcement agency and that agency determines that certain criteria is met.<\/li>\n<li>A new law allows a driver\u2019s license applicant who provides satisfactory proof that his or her presence in the U.S. is authorized under federal law, but who is not eligible for a Social Security number, to be eligible to receive an original driver&#8217;s license if he or she meets all other qualifications for licensesure.<\/li>\n<li>There will be consistency statewide in the operations of red-light enforcement cameras by requiring governmental agencies to follow specified guidelines regarding intersections, signage and the notice to appear.<\/li>\n<li>Hospitals, clinics, and birthing centers will now be required to provide and discuss contact information regarding child safety seat requirements, installation, and inspection to parents and caregivers upon discharge of a child, if the child is younger than 8.<\/li>\n<li>Vehicles with special state-issued green and white stickers (all electric, natural gas, and &#8220;plug-in&#8221; hybrid cars) are exempt from toll charges that single-occupant vehicles pay to access express or HOT (high occupancy toll) lanes.\u00a0 This exemption does not apply to the new Metro Express Lanes on the I-110 (Harbor) and I-10 (San Bernardino) freeways south and east of downtown Los Angeles until after March 1, 2014.\u00a0 These vehicles are also not exempt from tolls on regular toll roads.<\/li>\n<li>Motorists can now park at broken meters (up to the posted time limit) without fear of getting a ticket unless the local jurisdiction provides adequate notice of any prohibitions at parking locations.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":null,"protected":false},"author":98,"featured_media":2608,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"cos_headline_score":0,"cos_seo_score":0,"cos_headline_text":"","cos_headline_has_been_analyzed":false,"cos_last_analyzed_headline":[],"_jetpack_memberships_contains_paid_content":false,"footnotes":""},"categories":[3,5],"tags":[],"aioseo_notices":[],"jetpack_featured_media_url":"https:\/\/i0.wp.com\/www.pomonaswapmeet.com\/blog\/wp-content\/uploads\/2013\/01\/CA-flag.jpg?fit=275%2C183&ssl=1","jetpack_shortlink":"https:\/\/wp.me\/p9nnZN-G1","jetpack_sharing_enabled":true,"jetpack_likes_enabled":true,"_links":{"self":[{"href":"https:\/\/www.pomonaswapmeet.com\/blog\/wp-json\/wp\/v2\/posts\/2605"}],"collection":[{"href":"https:\/\/www.pomonaswapmeet.com\/blog\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.pomonaswapmeet.com\/blog\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.pomonaswapmeet.com\/blog\/wp-json\/wp\/v2\/users\/98"}],"replies":[{"embeddable":true,"href":"https:\/\/www.pomonaswapmeet.com\/blog\/wp-json\/wp\/v2\/comments?post=2605"}],"version-history":[{"count":7,"href":"https:\/\/www.pomonaswapmeet.com\/blog\/wp-json\/wp\/v2\/posts\/2605\/revisions"}],"predecessor-version":[{"id":2611,"href":"https:\/\/www.pomonaswapmeet.com\/blog\/wp-json\/wp\/v2\/posts\/2605\/revisions\/2611"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.pomonaswapmeet.com\/blog\/wp-json\/wp\/v2\/media\/2608"}],"wp:attachment":[{"href":"https:\/\/www.pomonaswapmeet.com\/blog\/wp-json\/wp\/v2\/media?parent=2605"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.pomonaswapmeet.com\/blog\/wp-json\/wp\/v2\/categories?post=2605"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.pomonaswapmeet.com\/blog\/wp-json\/wp\/v2\/tags?post=2605"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
